天津市海洋科技管理创新研究——以科技兴海专项管理为例 被引量:1

摘要 为提升海洋科技创新能力,促进海洋经济高质量发展,天津市于2010—2015年间共组织实施了科技兴海项目140项。在梳理科技兴海专项管理实践的基础上,提出天津市海洋科技管理存在缺乏科技兴海长效联动机制、海洋科技创新主体较为单一、海洋科技创新服务能力略显不足、海洋科技成果转化能力不高等问题;结合"十三五"期间天津市海洋经济发展面临的机遇与挑战,从建立科技兴海长效联动机制、培育多元化海洋科技创新主体、构筑海洋科技创新服务体系、提高海洋科技成果转化能力等方面,提出推进天津市海洋科技管理创新的对策建议。 To improve the capability of marine science and technology innovation and achieve high-quality development of marine economy,Tianjin has organized and implemented 140 projects of Marine Science and Technology from 2010 to 2015.This paper summarizes the management practices of marine science and technology project,states that marine science and technology management in Tianjin have problems such as lack of marine science and technology long-term linkage mechanism,relatively single marine science and technology innovation subjects,insufficient marine science and technology innovation service capacity,lower marine science and technology achievements industrialization level.In this article,based on opportunities and challenges faced by Tianjin marine economic development during the 13th Five-Year Plan period,suggestions are put forward on promoting the innovation of marine science and technology management,including establishing a long-term linkage mechanism,cultivating diversified marine science and technology innovation subjects,establishing a service system for marine science and technology innovation,improving the ability of marine science and technology achievements and industrialization.
