泸州市河道砂石堆场整治实践与思考

Practices of sandstone borrowing area reclamation in river courses of Luzhou City

砂石堆场不仅挤占河道行洪断面,还影响通航安全、生态环境以及鱼类的繁衍生息,亟需整治。河道砂石堆场情况复杂,管理方面存在职能交叉,面临诸多问题。四川省泸州市以中央环保督察为契机,以严密的组织体系、强大的党政合力、完备的强制手段、严格的督导考核开展整治探索,完成了整治任务。

It is urgent to reclaim the sandstone borrowing area,as it not only occupies the flood section of river courses,but also causes certain impact on safety of navigation,eco-environment and fish breeding.Due to the overlapping of managerial functions of varies departments,many problems are emerged that led to complexity of the situation.Under the leadership of central government,the Luzhou municipal government in Sichuan Province has formulated an institutional system for a strict supervision and inspection that combines with law enforcement and compulsory measures,so as to complete the remediation tasks
