梅家河流域基于水电资源开发的资产收益扶贫模式探讨

Discussion on the mode of assets income poverty alleviation based on the exploitation of hydropower resources in Meijiahe basin

在总结资产收益扶贫原理与模式的基础上,结合湖北省梅家河流域水电资源开发项目情况,设计基于水电资源开发的资产收益扶贫模式措施,考虑资金筹措比例、小水电上网电价、税收优惠政策、贷款年利率、折旧等因素设置了不同政策保障方案,通过对效益的测算分析提出了适宜的政策保障方案,相关成果可为今后资源开发资产收益扶贫模式的设计和收益分配提供参考依据。

Based on a summing-up of the principle and mode of assets income poverty alleviation and combined with the exploitation of hydropower resources in Meijiahe basin,the measures for poverty alleviation mode based on the exploitation of hydropower resources have been designed.Different policy guarantee schemes have been set up,considering the influence factors of government capital investment proportion,small-size hydropower electrovalence,tax preferential policies and loan annual interest rates.The recommendation mode has been proposed based on the optimum profits.The assets income poverty alleviation mode design and income distribution has provided for reference on the development of resources.
