民众参与反恐防暴的现状及其路径探析——基于浙江省1359位民众的实证调查

Situation and Path of Civilians joined in the Campaign against Terrorists and Extremists——Based on the Survey of 1 359 Civilians in Zhejiang Province

随着世界范围内恐怖威胁的日益增多,各地都采取了不同形式的反恐行动。"全民反恐"是动员社会力量,积极配合政府反恐工作,提高群众防范意识,构建全面反恐防范体系的一种重要举措。按分层整群随机抽样方式对浙江省11个市的1 359位民众进行问卷调查,分析总结了民众参与反恐防暴现状及特征,提出应从安全预防意识、安全知识技能、安全研判责任等方面鼓励民众积极参与"全民反恐"行动,从志愿者社会防护网络化、应急演练活动常态化、安全教育点面结合辐射化等方面完善社会反恐体系,进一步促进平安社会的和谐发展。

With the increasing threat of terrorism worldwide,various forms of anti terrorist actions have been taken in various places.The media and academics said it entered in the era of National counter terrorism in China.National counter terrorism was the important measure to mobilize social forces to actively cooperate with the government for counter terrorism,to raise the awareness of civilians,and to build a comprehensive counter terrorism prevention system.We finished the questionnaire survey of 1359 civilians in 11 cities in Zhejiang Province by random sampling of stratified cluster,and analyzed the situation and characteristics of civilians'participation in the campaign against terrorists and extremists.It therefore proposed to improve the security awareness of prevention,security knowledge and skills,security judgment responsibility of all civilians,and to encourage them to actively participate in the action of"National counter terrorism".It is vital to improve the social counter terrorism system with the social protection network of volunteers,normal emergency exercises,and extensive security education to promote the harmonious development of a safe society.
