京津冀生态环境管控分区与差别化准入研析 被引量:4

摘要 京津冀地区是国家推动区域协同发展和建设世界级城市群的战略指向区,也是全国重要的人居安全功能保障区和生态修复环境改善示范区,推动区域环境质量改善的任务艰巨。生态环境综合分区在系统评估区域生态环境禀赋和承载状况的基础上,实现区域分区差异化环境管理,是推动区域国土空间环境管理的重要手段。以京津冀地区为例,在综合承载力评估的基础上,从生态保护空间、环境控制分区和人居安全管控分区三个维度,通过综合叠图和空间分析等手段,划定了京津冀地区生态环境综合管控分区,包括52个一级分区和443个二级分区,并提出了不同分区的差异化环境准入要求。 As a state model for regional coordinated development and world-class city group, and a demonstration area of secure human settlements and ecological restoration, Beijing-Tianjin-Hebei region shoulders huge tasks of improving environmental quality. Regional zoning for differentiated environmental management, based on systematic assessment of regional ecological environment endowment and carrying capacity, is an important measure for promoting regional environmental management and space control. Taking Beijing-Tianjin-Hebei region as an example, and based on the comprehensive carrying capacity assessment, this paper analyzed three dimensions of ecological protection space, environmental control and secure human settlement, and put forward the environmental zoning scheme of Beijing-Tianjin-Hebei region by comprehensive stacking and spatial analysis, including 52 first-level zones and 443 second-level zones. In addition, the differentiated environmental access requirements in different zones were also put forward.
