我国排污单位对如何规范开展自行监测的认识不够清晰,监测规范性和质量有待提升。自行监测的关键环节包括制定监测方案、设置和维护监测设施、开展自行监测及质量控制、记录和保存监测数据等。开展监测时,应针对关键环节的重点问题进行科学设计和合理安排,以提高自行监测质量。为解决排污单位自行监测各环节重点问题,提升自行监测质量,建议持续加强培训和宣贯,完善相关标准规范,加强监督检查,联合税务等部门开展典型违法违规案例追究。

Pollutant discharge agencies are not clear on how to standardize self-monitoring, and the standardization and quality of monitoring need to be improved in China. Key aspects of self-monitoring include developing monitoring programmes, setting up and maintaining monitoring facilities, conducting self-monitoring and quality control, and recording and maintaining monitoring data. In order to improve the quality of self-monitoring, the key issues of self-monitoring need to be designed and arranged in a more proper manner. It is recommended to continuously strengthen training, improve relevant standards and norms, strengthen supervision and inspection, and conduct investigations on typical cases.
