美、英国家图书馆读者个人信息保护政策的启示

Enlightenments from Reader's Personal Information Protection Policy of Library of Congress and The British Library

《公共图书馆法》第43条提出对于读者个人信息应予"妥善保护",从而对公共图书馆的读者个人信息保护政策提出更高要求。美国国会图书馆与英国国家图书馆的读者个人信息保护政策较为全面和科学,二者既有一致之处,又各具特色。我国可借鉴美、英国家图书馆读者个人信息保护政策的经验,注重读者个人信息的类型化,注重对于读者个人信息权利的保障,明确读者个人信息保护义务的内容与边界。

Article 43 of Public Library Law proposes that“proper protection”should be given to reader’s personal information,so as to place higher demands on reader’s personal information protecting policy in public libraries.Reader’s personal information protecting policy of Library of Congress and The British Library are more comprehensive and scientific,which have similarities and distinctive characteristics.It is necessary to learn from the experience of reader’s personal information protection policy of Library of Congress and The British Library,pay attention to the type of reader’s personal information,pay attention to its rights and clarify the content and boundary of obligations of its protection.
