基于制度变迁理论视角的广东省水生态补偿运作机制研究 被引量:3

摘要 通过回顾原有水生态管理体制存在的条块分割问题,指出责任不落实是原有水生态管理体制的最大问题。依据制度变迁理论和河湖长制的有关文件精神,针对广东省五级河湖长制的具体情况,对水生态补偿运作机制进行总体规划,将水生态补偿运作机制设计为形成机制、管理机制和评价机制3个部分,并对这3个部分的政策依据和具体职能进行了说明。 By reviewing the problem of fragmentation in the original water ecological management system,it is pointed out that the unclear responsibility is the largest problem in the original management system.According to the institution change theory and the spirit of the relevant documents of the river-and lake-chef system,aiming at the specific situations of the fivelevel river-and lake-chefs in Guangdong Province,the overall planning of the operation mechanism of the water ecological compensation is carried out.The operation mechanism of the water ecological compensation is divided into three parts of formation mechanism,management mechanism and evaluation mechanism is,and the policy basis and specific functions of the three parts are explained.
