摘要 高校作为培养创新人才的主阵地,在科技创新方面肩负重任,研究高校如何实现有限资源的优化配置对于促进科研事业及高校的创新发展具有重要的理论意义和现实意义。将高校科技资源配置过程划分为知识转化和成果转化两个阶段,在规模报酬不变(CRS)的两阶段DEA模型中考虑共享型投入要素,并对初始投入资源分配比例的取值进行了限定,使最终的效率评价结果更合乎实际,并以29所高校案例分析说明模型的实用性。 As the main front for cultivating innovative talents,colleges and universities shoulder heavy responsibilities in scientific and technological innovation.It is of important theoretical and practical significance to study how to achieve optimal allocation of limited resources in colleges and universities thus to promote scientific research and innovation.The process of science and technology resource allocation in university is divided into two stages:knowledge transformation and achievement transformation.Considering the shared input factor in the two-stage DEA model of constant return to scale(CRS),and the value of the initial input resource allocation ratio is limited to make the final efficiency evaluation result more realistic.Finally,29 colleges and universities are analyzed to illustrate the practicality of the model.
