科技报告管理体系是一项涉及主体多、覆盖面广、协调难度大的综合系统。山西省目前所运行的省级科技报告呈交流程已不适应实际管理工作的需求,为实现对呈交流程的优化,需对科技报告呈交系统进行架构再造,使其与山西省科技计划管理系统无缝衔接、互联互通。介绍了山西省科技报告呈交流程与系统的现状,分析了影响科技报告呈交流程进度的因素,提出了科技报告呈交流程优化与系统构建的改进方案。

Sci-tech report management system is a comprehensive system that involves many subjects,covers a wide range of areas and is difficult to coordinate.The present provincial sci-tech report submission process in Shanxi Province is not suitable for the actual management needs.In order to optimize the submission process,it is necessary to reconstruct the structure of sci-tech report submission system to make it seamlessly connect and interconnect with the sci-tech plan management system of Shanxi Province.This paper introduces the present situation of the process and system of sci-tech report submission in Shanxi Province,analyzes the factors influencing the process progress of sci-tech report submission,and puts forward the improvement scheme of the process optimization and system construction of sci-tech report submission.
