基于数据包络法的新疆某公立医院2012—2017年运行效率分析

Operation efficiency analysis of a public hospital during 2012 to 2017 in Xinjiang based on data envelopment analysis

目的了解新疆某公立医院的资源配置及运行效率,为该医院今后发展提供参考。方法收集该医院2012—2017年投入产出的数据,指标分类以社会产出和经济产出角度为切入点,应用BBC模型的数据包络法和Spearman相关性进行分析。结果该公立医院社会运行效率为:1、1、1、0.969、0.898、1,经济运行效率为:0.901、1、1、0.828、0.826、0.985。Spearman相关性分析结果显示:不同年份与门诊人次数、出院人次数和医疗总收入之间呈正相关,与平均住院日呈负相关。结论某公立医院的社会运行效率大致平衡,目前已达到投入产出均衡,对于2015-2016年存在递减情况,建议提升纯技术效率;经济运行效率整体呈上升趋势,目前未达到投入产出均衡,需进一步观察规模效率使其提高。

Objective To understand the resource allocation and operation efficiency of a public hospital in Xinjiang,and to provide references for its future development.Methods The input/output data of the public hospital in Xinjiang from 2012 to 2017 were analyzed by data envelopment analysis(DEA)using BBC model,and the correlation between time and output data was analyzed by Spearman correlation.Results The results of social operation efficiency of the hospital were as follows:1,1,1,0.969,0.898 and 1.The results of the economic operation efficiency of the hospital were as follows:0.901,1,1,0.828,0.826 and 0.985.In the Spearman correlation analysis,time was positively correlated with the number of outpatients,the number of discharged patients and total medical income,while time was negatively correlated with the average hospital stay.Conclusion The social operation efficiency of the public hospital is generally balanced,and has reached the balance of input and output.For the situation of decreasing from 2015 to 2016,it is suggested to improve the pure technical efficiency.The overall economic operation efficiency is on the rise,but it has not reached the balance of input and output at present.It is necessary to further observe the scale efficiency to improve it.
