东北虎豹国家公园建设存在问题及对策研究

Research on the Problems and Countermeasures of the Construction of the Northeast Tiger and Leopard National Park

基于对国家公园内涵的深刻理解和认识,分别从东北虎豹国家公园管理体制、试点区国有自然资源资产管理体制两个方面概况分析了当前东北虎豹国家公园体制试点建设的基本现状;对东北虎豹国家公园建设中存在的主要问题及成因等进行了深入分析,包括:现行法律法规对东北虎豹国家公园体制建设形成制约、试点区自然资源资产统一确权登记进展缓慢以及尚未形成多元化投资机制等;结合东北虎豹国家公园建设现状、问题及试点区客观实际,提出了国家公园应从法律法规体系建设、国家公园管理管理体制及治理体系、多元化投资支持体系等方面加强建设的建议。

Based on the deep understanding and understanding of the connotation of national parks,this paper analyzes the basic status of the current pilot construction of the Northeast Tiger and Leopard National Park from the two aspects of the management system of the Northeast Tiger and Leopard National Park and the state-owned natural resources asset management system of the pilot area.The main problems and causes of the construction of the Tiger and Leopard National Park were analyzed in depth,including the current laws and regulations that have formed constraints on the institutional construction of the Northeast Tiger and Leopard National Park,the slow progress in the registration of the natural resources of the pilot areas,and the lack of a diversified investment mechanism.Finally,combined with the status of the construction of the Northeast Tiger and Leopard National Park,and the objective reality of the pilot area,the proposed countermeasures are proposed from the aspects of legal and legal system construction,national park management and management system,governance system and diversified investment support system.
