摘要
目的:了解云南省卫生人力资源状况,为卫生行政部门制定卫生规划提供依据。方法:通过查阅《国家卫生统计直报系统云南省统计年报一览表》、《云南省卫生统计资料》获取相关资料,对云南省2016年卫生人力资源进行描述性分析。结果:2011-2016年,云南省卫生人员数、卫生技术人员数、执业(助理)医师数、注册护士数分别从21.53万人、15.10万人、6.47万人、5.23万人上升到33.04万人、25.02万人、8.59万人、10.63万人,年平均增长率分别为8.94%、10.63%、5.84%、15.23%;与2011年、2015年相比,2016年云南省卫生人员总量稳步增长,队伍日益壮大,但总量与国家水平、规划目标仍存在差距,尤其执业(助理)医师数、专业公共卫生人员数差距较大。结论:应积极落实卫生人才相关规划;坚持以问题为导向,加强各级卫生人才队伍建设;加强专业公共卫生人才建设规划;创新人才管理制度和机制。
Objective:To understand the state of health human resources in Yunnan Province and provide basis for health administrative departments to formulate health plans.Methods:Through reading the“National Health Statistics Direct Reporting System Statistical Annual Report of Yuunan Province”and“Yunnan Province Health Statistics Yearbook”,the descriptive analysis was conducted to the health human resources in Yunnan Province in 2016.Results:From 2011 to 2016,the number of health workers,number of health technicians,number of practicing doctors(assistant)physicians and registered nurses in Yunnan increased from 21.53,15.10,6.47 and 52.30 ten thousand peoples to 33.04,25.02,8.59 and 10.63 ten thousand peoples,respectively,and average annual growth rates were 8.94%,10.63%,5.84%and 15.23%,respectively.Compared with 2011,2015,there is still a gap with the total and national level,the planning objectives,especially the practice(Assistant)physicians and public health professionals the number of people.Conclusion:We should actively promote the implementation of relevant plans for health talents,adhere to the problem orientation,Further strengthen the construction of health and family planning talents,and actively promote the coordinated development of all types of talents at all levels,Strengthen professional public health talents planning and Innovate talent management system and mechanism.
