城市灵活就业人员社会保险参保问题分析——以乌鲁木齐市为例

Analysis on the Problems of Social Insurance Participation in Urban Flexible Employment Personnel——a Case Study in Urumqi

伴随着经济发展和产业结构的调整变化,灵活就业群体的规模日益扩大,其社会保险问题也日渐突出。基于文献研究和问卷调查方法,本文在了解乌鲁木齐市灵活就业人员基本现状的前提下,对其社会保险参保情况进行调研,发现灵活就业人员社会保险参保中存在参保覆盖率低、参保积极性不强、社会保险经办服务和政策落实不到位等问题。建议加大灵活就业人员社会保险参保政策宣传力度、调整相关参保缴费基数和缴费率、灵活设计保险参与方式等。

Along with the economic development and the adjustment of industrial structure,the scale of the flexible employment group has been expanding with its problem of social insurance becoming increasingly prominent.Based on the literature study and questionnaire survey method,this paper investigates the social insurance participation situation in accordance with the basic status of flexible employees in Urumqi.It shows that in the process of social insurance participation of flexible employees,there are some problems such as low coverage,poor enthusiasm,inadequate social insurance service and insufficient policy implementation.We suggest that including the vigorous promotion of social insurance participation policies for flexible employment,the adjustment of relevant insurance contribution base and rate,the flexible design of insurance participation and etc.
