中西部农业特色小镇建设的成效、问题与对策

Effectiveness,Problems and Countermeasures of the Construction of Agricultural Characteristic Towns in Midwest China

对中西部农业特色小镇建设试点的调查表明,中西部的农业特色小镇建设显著促进了中西部农村的产业振兴、城镇化进程以及农民的就业增收,但也存在滥用特色小镇概念、盲目建设问题,并且多数农业特色小镇的产业化基础较为薄弱,运营过于依赖乡村旅游,一些地方的农业特色小镇建设产生了房地产开发倾向。应深刻理解中西部农业农村发展现状和农业特色小镇的性质,厘清政府与企业在特色小镇建设中的角色,进一步规范和完善特色小镇概念,建立更清晰、可量化的特色小镇创建和认定指标体系,科学开展特色小镇的评定和管理工作,推动农业特色小镇从数量扩张向质量效益提升转变,坚持以农为本、三产融合发展原则,严控房地产开发,促进中西部农业特色小镇高质量发展。

The investigation on the pilot projects shows that the construction of small towns with agricultural characteristics in the central and western regions has significantly promoted the industrial revitalization,urbanization process and the employment and income increase of farmers in the rural areas of these regions.However,there are also problems of concept abusing and blind construction.Moreover,the industrialization foundation of most small towns is relatively weak,and their operation relies too much on rural tourism,and there is a tendency of real estate development in some places.We should deeply understand the current situation of agricultural rural development in the central and western regions and the nature of small towns,clarify the role of government and enterprises in their construction,further standardize and improve the concept of small towns with special characteristics,establish a clearer and quantifiable index system for the establishment and identification,scientifically carry out the evaluation and management,and promote their expansion from quantity to quality.Moreover,we should upgrade and transform the quality and benefit,adhere to the principle of combining agriculture with industry,strictly control the development of real estate,and promote the high-quality development of small towns with agricultural characteristics in the central and western regions.
