我国邮政业综合技术效率评价及其影响因素——基于DEA和Tobit回归模型的分析

Technical Efficiency of China's Postal Industry and Its Determiants: Based on DEA and Tobit Regression Model

采用DEA模型对我国内地31个省份2010—2016年间邮政业效率进行评价,采用基于面板数据的Tobit回归模型对邮政业效率的影响因素进行分析。结果表明:我国邮政行业综合技术效率整体偏低且存在缓慢下降趋势和明显的区域差异。固定资产利用率、市场化程度、交通状况、信息化程度和人才状况是造成我国区域邮政综合效率低下、区域间差异明显的重要因素。据此,提出提高我国邮政业效率的政策建议。

DEA model is used to evaluate the postal efficiency of 31 provincial regions in China during 2010 to 2016.And Tobit regression model based on panel data is used to deeply analyze the factors influencing the efficiency of China’s postal industry.The results show that the overall technical efficiency of China’s postal industry is lower.And there is a slow downward trend and obvious regional differential.Utilization rate of fixed assets,marketization,traffic conditions and informationization are the determinant factors which lead to lower efficiency and regional differential of postal industry in China.Finally,the study gives some policy recommendations to improve the efficiency of China’s postal industry.
