地方政府对农业人口市民化注意力的时空差异及演变——基于18个省市政府工作报告的文本分析

Spatio-temporal Difference and Evolution of Local Governments' Attention in Promoting the Urbanization of Agricultural Population Transfer: Based on Text Analysis of Government Work Report of 18 Provinces and Municipalities

对2003—2017年的270份地方政府工作报告进行文本分析发现,地方政府对农业转移人口市民化的注意力强度整体上呈倒"U"型变化态势,存在着"东低西(中)高"的空间分异。尽管地方政府市民化注意力指向长期稳定,但也存在着一定的阶段性变化,具体表现为从关注农业转移人口基本生存权利到关注其发展权利的变动趋势。相对东部而言,中西部地区地方政府关注市民化的具体事务的种类更多,注意力指向更为丰富,且尤为关注农业转移人口返乡创业、社会保障和住房保障等议题。研究认为,地方政府对市民化的注意力应保持稳定并逐步增长,分区域实施差异化的推进策略。同时,地方政府应以解决住房问题为重点,提升农业转移人口市民化能力,推进基本公共服务均等化以及农村土地制度改革。

According to the textual analysis of 270 local governments work reports from 2003 to 2017,the curve about local governments’attention on the urbanization of agricultural population transfer has formed inverted U-shape,presenting the trend of“low in east and high in west”.Although the trend of local governments’attention on urbanization is stable in the long term,there are also certain changes in different stages,like focus shift from the basic right to live and the development rights.Compared to the eastern regions,the local governments in the central and western regions pay more attention to diversified specific issues of urbanization,especially for issues like returning home for starting a business,social security,and housing security.The study shows that the local governments’attention on urbanization should remain stable but in the gradually upward trend,and implement differentiation promotion strategies in terms of regions.At the same time,local governments should put emphasis on solving housing problems,improve urbanization ability of agricultural population transfer,and promote the equalization of basic public services and reform of rural land system.
