基于差异矩阵的石油工程HSE管理差异性分析

Difference Analysis of the Petroleum Engineering HSE Management Based on Difference Matrix

为了缩小国内外石油工程项目的 HSE管理差异,促进HSE体系持续改进,提出了基于差异矩阵(Difference Matrix, DM)的HSE管理差异性分析方法。首先结合HSE管理的特点和HSE体系的重点,挖掘当前HSE管理差异性分析的关注点,确定差异矩阵的两个指标:项目采用的HSE体系要素内容与国际先进石油公司采用的HSE体系要素内容的差异度(Sd),项目HSE评估得分与HSE体系要素标准分值的差异度(Ed);再以差异指标的等级为基础,确定差异度等级,描述不同差异度等级的特点,建立差异矩阵模型;最后采用实例验证该方法的有效性。结果表明:DM是一种形象的、可以从二维角度进行差异性分析的方法,并且可以作为规范化的工具为HSE持续改进提供依据。

In order to reduce the difference between petroleum engineering HSE management at home and abroad,promote the continuous improvement of HSE system,a HSE management difference analysis method based on difference matrix(DM)is proposed.Firstly,based on the features of HSE management and the key points of HSE system,and the focus of current HSE management difference analysis is found out.The two indexes of difference matrix are determined,namely,the comparison of the HSE system elements adopted in the project with the HSE system elements adopted by international advanced oil companies(Sd)and the difference degree between the HSE evaluation scores of the project and the standard scores of HSE system elements(Ed).Based on the level of the difference indexes,the difference degrees are classified,the characteristics of different degrees are described,and the difference matrix model is established.Finally,examples are given to verify the effectiveness of the proposed method.The results show that DM is a graphic model and can analyze difference from two-dimensional angle,and can be used as a standardized tool to provide basis for the continuous improvement of HSE.
