智能时代产学研合作治理研究的逻辑、挑战及路径

Internal Logic,Practical Challenges and Path Selection of the Industry-University Cooperation Governance in the Artificial Intelligence Era

作为支撑人类社会产业变革的通用性技术,人工智能正在推动包括产学研合作在内的社会治理体系和形态的创新和变革,这是借由支撑人类社会实现智慧治理的算法和数据这样两大技术基石而实现的。由于产学研合作领域当前存在治理结构僵化、治理方式低效、治理范围狭隘、治理机制碎片等问题,从而也对智能时代产学研合作治理提出了现实挑战。基于此,面向智能时代优化产学研合作治理的可选路径及政策框架,应着眼于智慧社会的内在特征,从推动治理模式变革、治理制度创新、治理机制重构、治理格局优化等方面入手,为推动产学研合作治理体系和治理能力现代化的建立和完善提供理论参考和实务借鉴。

As a universal technology to support all industrial changes,artificial intelligence is promoting innovation and transformation of social governance system and form including industry-university cooperation.From the technical logic point of view,artificial intelligence supports industry-university cooperation to realize intelligent governance through its algorithm and data.However,the current problems such as the rigid governance structure,inefficient governance mode,narrow governance scope,fragmentation of governance mechanism and other issues of China's industry-university cooperation,puts forward practical challenges to the governance of industry-university cooperation in the era of artificial intelligence.Based on this,focusing on the characteristics of the intelligent society,this paper puts forward the optional path and policy framework of optimizing the governance of industry-university cooperation in the artificial intelligence era around optimizing the governance mode,innovating the governance system,constructing the governance mechanism,and improving the governance pattern.The aim of this paper is to provide theoretical and practical reference for promoting the establishment and improvement of the governance system and governance capability modernization of China's industry-university cooperation in the artificial intelligence era.
