基于倡导联盟框架的中国高校职务发明政策变迁机理

Evolution Mechanism of University Service Invention Policy in China Based on Advocacy Coalition Framework

本文从政策演变视角,探析高校职务发明政策沿革、现状与趋势。梳理高校职务发明政策变迁历程的基础上,选择适用于中国政策环境的倡导联盟框架为分析工具探究此政策变迁的内在机理,并借由实际政策予以检视,通过综合运用文献分析、半开放式访谈等方法研究发现:中国高校职务发明政策系统中存在两个信念体系较为清晰且差异明显的联盟。职务发明政策变迁是政策导向学习、动态外部事件及相对稳定变量共同作用的结果。相较于传统政策模型,率先运用ACF分析框架考察高校职务发明政策变迁的基本逻辑,不仅验证了此种政策模型的解释力,也更清晰地揭示出高校职务发明政策基本走向,为学术研究和改革实践提供参照。

From the view of policy evolution,the paper probes the evolution and tendency of the university service invention policy.On the basis of combing,we use ACF which works in China to analyze the logic of the policy change.Based on literature analysis,semi-structured interviews,the study finds there are two distinct coalitions in the policy subsystem.Policy change is the result of the policy-oriented learning,external events and relatively stable variables.This study firstly uses ACF to analyze the logic of University Service Invention policy's change,which tests the explanatory by ACF,and also reveals the trends of the policy and offers reference to research and reform.
