乡村振兴战略下的土地制度改革与管理思考

Thoughts on Land System Reform and Management under the Rural Revitalization Strategy

实施乡村振兴战略,是党的十九大作出的战略决策,也是新时代"三农"工作的总抓手。土地是乡村最重要的生产要素,也是助力乡村振兴的重要资源。文章针对当前农村土地利用和管理方面存在的突出问题,紧紧围绕乡村振兴战略下的土地制度改革与管理,提出了巩固完善承包地"三权分置"制度、加快土地确权登记、推进土地综合整治、保障建设用地需求等助力乡村振兴的对策建议。

The implementation of the rural revitalization strategy is a strategic decision made by the 19th Communist Party of China National Congress and is also the primary tool for the issues of"agriculture,farmer and rural area"in the new era.Land is the most important production factor in the countryside and an important resource for rural revitalization.In view of the outstanding problems in current rural land use and management,this article focuses on the reform and management of land system under the rural revitalization strategy,and proposes suggestions to help rural revitalization such as consolidate and improve"three powers separation"system of contracted land,accelerate the registration of land rights,promote land comprehensive rehabilitation,guarantee the demand of construction land,etc.
