河北省社会资本参与土地整治模式及建议

On Social Capital Participation in Land Improvement in Hebei Province

通过对河北省承德市、河间市、三河市、涞源县和滦州市五个地区社会资本参与土地整治实施模式的基本做法、成效及存在问题的分析,提出改善社会资本参与土地整治实施模式的制度建议。目前,河北省在社会资本参与土地整治方式上还处于探索阶段,虽取得一定效果,但做法不够成熟,需尽快制定完善相关法律政策和制度措施,强化项目过程监管,健全社会资本准入退出机制;针对社会资本不同参与方式确定合理的投资收益;进一步做好社会资本参与土地整治政策宣传和技术指导。

On the basis of analysis of the basic practice,effectiveness,as well as some problems with regard to social capital participation in land improvement which they have done in the cities and counties of Chengde,Hejian,Sanhe,Laiyuan,and Luanzhou,this paper suggests that relevant laws,policies and institutional measures should be formulated and improved as soon as possible.At the same time,project process supervision must be enhanced.The mechanism for accessing and withdrawing social capital should be improved.In addition,reasonable investment returns must be determined according to the different ways of participation;and the propaganda of policy and technical guidance must be performed well.
