摘要
竞争性谈判是为了更好地满足采购人需求的一种常见的采购方式。竞争性谈判通过多轮谈判与多轮现场报价的形式,在细节上提升供应商的响应度,同时增加了采购的竞争性,可以取得较高性价比的采购结果。但是,在竞争性谈判的实践中,由于存在组织程序不够完善以及相关措施不到位,使得一些竞争性谈判中的谈判环节只是停留在表面形式上,实质性谈判没有真正展开,在多轮报价中还存在供应商串通的情况,这些都会对竞争性谈判产生严重的影响,需要进一步完善竞争性谈判的相关程序和措施,使竞争性谈判成为名符其实的竞争性谈判,从而提升竞争性谈判的质量,维护良好的招投标秩序和环境。
Competitive negotiation is a common way of procurement to better meet the needs of purchasers.Through multiple rounds of negotiation and multiple rounds of on-site quotation,competitive negotiation can improve the responsiveness of suppliers in details,increase the competitiveness of procurement,and achieve cost-effective procurement results However,in the competitive negotiation practice,because of the imperfection of the organizational processes and related measures does not reach the designated position,make some competitive negotiation negotiating just stay on the surface of the form,substantive talks is not really,there are suppliers in several rounds of price collusion,these will have a significant impact on the competitive negotiation,need to further improve the relevant procedures and measures of competitive negotiation,make the competitive negotiation become truly competitive negotiation,so as to improve the quality of the competitive negotiation,maintain good bidding order and environment.
