摘要
质量保障是远程教育发展中的国际性研究主题。为保障和提高远程教育质量,一系列质量保障的框架、模型、评估指标体系等被开发出来。对其中最具有区域代表性和影响力的质量保障框架的分析汇总表明,国际社会一般从发展战略与管理、专业设计、课程开发、技术设施、学习者支持、员工支持、科学研究与社会服务以及质量评价等维度界定和评价远程教育的质量。每一个质量维度包含了保障远程教育质量的关键事项、管理制度、工作任务、程序和方法等内容,为远程教育机构改善教育质量提供了最佳依据。
Quality Assurance is an internat ional research subject in devel opment of distance education. A substantial number of quality frameworks, qualit y models and guidelines have been developed to assure and improve the quality of distance education around the world. The analysis and synthesis of the most inf luent quality frameworks show that quality of distance education is defined and evaluated from the following dimensions: development strategy and management, program design , course development, technology infrastructure, learner support, staff support, research and community service, and evaluation. Each dimension includes key asp ects, management systems, contents, procedures and methodology which need to be taken account and reflected upon when assuring quality of distance education. An d each dimension provides the best basis for distance education institutions to improve the quality of education.
