The Connotative Characteristics of New Momentum in the Development Zones of China

全球经济、科技、贸易和产业格局正在发生深刻变化。中国开发区如何激发内生增长动力,培育发展新动能,形成新的集聚效应和增长动力,引领经济结构优化调整和发展方式转变,既关乎自身命运,也是中国经济继续稳健前行的重要保证。本文在分析中国开发区发展历程和现状的基础上,深入剖析了中国开发区发展新动能的内涵和构成,以"产城内外"为分析框架,提出中国开发区发展新动能由产业新动能、城市新动能、制度新动能、开放新动能构成,梳理了推进产业优化升级、城市功能拓展、内部体制机制变革、外部开放创新的四轮驱动新旧动能转换路径。

The global economy,science and technology,trade and industrial structure are undergoing profound changes.How do China's development zones stimulate endogenous growth momentum,cultivate new development momentum,form new agglomeration effect and growth momentum,and lead the adjustment of economic structure and the transformation of development mode is not only related to their own destiny,but also an important guarantee for the steady progress of China's economy.Based on the analysis of the development history and current situation of China's development zones,this paper deeply analyses the connotation and composition of the new development momentum of China's development zones.Taking“inside and outside of the production city”as the analytical framework,this paper puts forward that the new development momentum of China's development zones consists of new industrial momentum,new urban momentum,new institutional momentum and new opening momentum,and combs out the four-wheel-drive path of new and old kinetic energy conversion including the promotion of industrial optimization and upgrading,urban function expansion,internal reform of system and mechanism and external opening and innovation.
