扩大对外开放的新机遇、新理念与新方向——重要战略机遇期的文明互鉴与制度型开放

New Opportunities,Ideas and Directions for China's Larger Scope of Opening Up: Mutual Learning Among Civilization and Institutional Openness in An Important Period of Strategic Opportunities

近年来国内外经济形势发生很大变化,尤其是来自外部环境的机遇与挑战和过去相比已有很大不同,但我国发展处于重要战略机遇期这一总的形势没有根本改变。现在的重要战略机遇期有新内涵,应当充分加以认识。新时代必须坚持扩大对外开放,高度开放是文明互鉴与进步的重要前提。在新时代扩大对外开放,必须继续虚心向世界学习,向先进国家学习,包括向对手学习。制度型开放应是新时代对外开放的重点方向,制度型开放包括规则、体制和基本市场经济制度三个层面的制度变革。

The economic and political situations for both China and the world have recently changed a lot,particularly on the respect of opportunities and challenges from the outside world.Even so,China’s development is still in an important period of strategic opportunities,and meanwhile,there have been some new characteristics for the period.In the new era,China should persist in opening wider to the outside world,because opening up is a precondition for mutual learning among civilizations.For further success in opening up,China should continue to learn from the outside world,from the advanced countries and even from the competing rivals.In the new era’s opening up strategy,the institutional openness ought to be focused on,including the reform and openness of business rules,regulations and market frameworks.
