北京市城乡一体化发展的问题及规划建议

Study on Problems and Planning Proposals of Urban-Rural Integration in Beijing

北京作为国家首都、人口特大城市和高度城镇化地区,其城乡一体化发展过程中既存在普适性也存在特殊性。本文从北京市城乡一体化发展的阶段、特征入手,重点剖析北京市城乡一体化发展过程中的生态环境、土地制度、规划管理及城乡差距问题。在此基础上,从化解北京市前期快速工业化和城镇化阶段的遗留问题、聚焦北京市城乡一体化新阶段出现的新问题及破除城乡二元结构的重要制度问题出发,提出高质量推进北京市城乡一体化发展的相关规划建议。

As a national capital,a large population city and a highly urbanization area,Beijing has its universality and particularity in urban-rural integration.Starting from the stages and characteristics of the development of urban and rural integration in Beijing,this paper makes in-depth analysis on the ecological environment,land system,planning management and urban-rural disparity in the process of urban-rural integration in Beijing.Finally,trying to solve the problems left in the early stage of rapid industrialization and urbanization,new problems in the new stage of urban-rural integration,and the important institutional problems in the urbanrural dual structure,it puts forward relevant planning proposals for promoting the development of urban and rural integration in Beijing with high quality.
