Revolution and Construction:An Discourse Analysis of Premier Zhou Enlai's Government Work Reports

通过对周总理履职期间的五次政府工作报告以及中共第八、九、十次全国代表大会的政治报告进行话语的文本分析,发现周恩来的政府工作报告交织着建设与革命两大主题。建设话语在周恩来于1950年代所作的三次政府工作报告中占据主要地位,但在周恩来的1964年的政府工作报告中,革命话语压倒建设话语。在周恩来的最后一次政府工作报告(1975年)中,建设话语逆势归来,与党的十大(1973)和九大(1969)政治报告的极左化形成鲜明的对比。分析表明,周恩来的最后一次政府工作报告是对党的八大报告精神的回归。

This paper provides a discourse analysis of Premier Zhou Enlai’s five government work reports in the National Congress,with a comparison with the three political reports of the national congresses of the Communist Party of China,the eightieth in 1956,the ninth in 1969,and the tenth in 1973.Two main themes,construction and revolution,were found in Zhou’s government work reports.The first theme occupied a major position in the three governmental reports Zhou made in the 1950s,but the revolutionary diacourse prevailed over the constructional discourse in 1964.However,in the final government work report in 1975,the constructional discourse bucked the reture,in sharp contrast to the ultra-leftist political reports of the ninth and tenth national congresses of the CCP.It showed that Zhou’s government work report in 1975 was spirital return to the political report of the eightieth national congress of the party.
