“省域湖泊”视角下安徽省地表水污染损失研究

摘要 近年来,地表水环境被破坏的程度越来越严重,已经严重影响到了人们的生产生活。文章以"省域湖泊"的视角从安徽省近6年(2011~2016年)流域水质情况入手,对因水体水质污染所造成的损失进行测定与分析。地表水污染导致的损失分为难量化损失和可量化损失两类。难量化损失主要包括生态环境质量损失、人体健康损失等多个方面。可量化损失以Logistic模型为计量方法,根据污染因子对水体功能造成的损失进行分类,对受水污染影响较大的产业估算出2011~2016年间所造成的经济损失。结果显示,经济损失值方面,旅游经济损失值相对较大,且整体稍有增加,渔业、农业灌溉、饮用水源经济损失值无明显变化;损失率方面,四种水体功能损失率均呈逐年降低趋势,其中饮用水源损失率最大,处于90%左右,渔业损失率下降幅度相对较大。针对这些损失,对安徽省水污染损失变化趋势、影响和防治效果进行评价。 In recent years,the extent of the destruction of the surface water environment has become more and more serious,which has seriously affected people's production and life.From the perspective of"provincial lakes",this paper starts with the water quality of the basin in Anhui Province in the past 6 years(2011-2016),and measures and analyzes the losses caused by water pollution.The losses caused by surface water pollution are classified into two types:difficult quantifiable losses and quantifiable losses.Difficult in quantifying losses mainly include many aspects such as loss of ecological environment quality and loss of human health.The quantifiable loss is classified by the Logistic model,and the loss caused by the water function is classified according to the pollution factor,and the economic loss caused by the 2011-2016 is estimated for the industry affected by the water pollution.The results show that in terms of economic loss value,the tourism economic loss value is relatively large,and the overall increase slightly,the fishery,agricultural irrigation,and drinking water source economic loss value have no significant change;in terms of loss rate,the four water body function loss rates are yearly.The trend is reduced.Among them,the loss rate of drinking water source is the largest,about 90%,and the loss rate of fishery is relatively large.In response to these losses,the trend,impact and prevention effects of water pollution losses in Anhui Province were evaluated.
