河北省森林采伐限额管理制度绩效分析

Performance Evaluation of Forest Cutting Quota Management System in Hebei Province

为掌握当前森林采伐限额管理制度在河北省实施情况,以"十三五"期间森林采伐限额管理制度为背景,以河北省为研究对象,运用突变级数法,构建包括1个一级指标、3个二级指标、8个三级指标的森林采伐限额管理制度综合绩效评价体系,结合主成分分析法确定各级指标的重要性次序,对2016年河北省11市森林采伐限额管理制度实施绩效进行评价。根据评价结果,从经济绩效、生态绩效、社会绩效、综合绩效四个方面提出对策,以期对我国森林采伐限额管理制度顺利实施提供有益借鉴。

Based on the provisions of the"13th Five-Year"period for the management system of forest cutting quota,taking Hebei Province as a case,this paper uses the catastrophe progression method to construct performance evaluation system of forest cutting quota management system in 2016 by one one-class index,three two-class indexes,eight three-class indexes,and principal component analysis is used to determine the order of importance of indexes.It puts forward economic,ecological,social and comprehensive corresponding countermeasures according to the results of evaluation in order to provide useful reference to the implementation of China's forest harvesting quota management system.
