农村集体经济新模式的实践与探讨——基于S市13个省级试点村集体经济发展实例分析

新时代背景下,农村集体经济呈现出新内涵,经营过程中涉及到的资源和参与主体已经越出农村边界,且对农村经济发展和乡村振兴具有很强的推动作用。上饶市在推动13个省级试点村集体经济发展方面取得了一定的成效,实践表明,在村集体经济发展过程中,政府扶持引导和龙头企业、公司、驻村书记等的带动作用明显;品牌化运营能够促销量提价值;规范的运行管理程序能够保障农产业的健康发展;产业多元化经营能够增添村集体经济活力。在试点过程中也遇到了系列突出难题,基于这些难题,为激活农村集体经济揭示了突破口,即应当从多元化入手加强乡村人才振兴,夯实基层政权且降低运行成本,完善紧密型利益和风险共担机制调动农民积极性,因地制宜拓宽渠道提升发展层次,完善制度设计并加大政策扶持力度,加强村级"财政"管理等方面着手以强化村集体经济的发展后劲。

Under the background of the new era,the development of rural collective economy presents a new connotation and has a strong driving effect on rural revitalization and rural economic development.In the past year,S City has achieved certain results in promoting the collective economic development of the 13 provincial pilot villages.Through practice,it is found that government support and guidance and leading enterprises,companies and village secretaries have played an obvious role in promoting the development of the village collective economy;Brand operation can promote sales volume and increase value;Standardized operation and management procedures can ensure the healthy development of agricultural industry;Diversification of industry can increase the vitality of village collective economy.At the same time,a series of outstanding problems have been encountered in the pilot process,based on these problems,a breakthrough has been found to stimulate the vitality of the village collective economy,i.e.focusing on diversification to strengthen the revitalization of rural talents,consolidating grassroots power and reducing operating costs,improving the close interest and risk sharing mechanism to mobilize the enthusiasm of farmers,widening channels to upgrade the level of development according to local conditions,improving system design and increasing policy support,and strengthening village-level"financial"management to maintain the development stamina of the village collective economy.
