民族地区农村社会保障的问题与对策研究

Study on Problems and Countermeasures of Rural Social Security in Ethnic Areas

文章从阐述社会保障的含义出发,分析了经济发展、政治制度、地理区位、法律制度和文化意识等因素对民族地区农村社会保障发展的影响,并从加大对民族地区社会保障资金投入、加快完善民族地区社会保障制度建设、不断完善民族地区社会保障法律制度、提高民族地区农民的参保意识这几个方面提出了完善新时代民族地区农村社会保障体系建设的相应对策。

This paper expounds the meaning of social security,and analyzes the effect of economic development,political system,geographical location,legal system and cultural awareness on the development of the rural social security in ethnic minority areas.Based on these,in order to improve the rural social security system in ethnic minority areas in the new era,the paper proposes the corresponding countermeasures from the following aspects:increasing investment in social security funds in ethnic minority areas,speeding up the construction of social security system in ethnic minority areas,and constantly improving the legal system of social security in ethnic minority areas,and improve the farmers’consciousness of insurance in national regions.
