从“医学”到“公共管理学”——循证决策范式的扩散

From Medicine to Public Management:The Diffusion of Evidence-Based Policymaking Paradigm

循证决策(Evidence-based Policymaking,EBPM)在西方的理论和实践层面均已成为焦点话题,我国循证决策相关研究则较为滞后。文章通过对国外循证决策文献的梳理,从时间、空间和研究方向三个角度,量化分析了西方循证决策研究现状,进而发现,西方循证决策范式已经开始从"医学"扩散到"公共管理学",这对我国公共管理学的发展具有重要借鉴意义。

Evidence-Based Policymaking(EBPM)has become a topic of focus in both Western theoretical and practical aspects.The evidence-based policymaking research in China is lagging behind.This paper quantitatively analyzes the status quo of evidence-based policymaking in the West from the perspectives of time,space and research direction.The findings indicate that the Western evidence-based policymaking paradigm has begun to spread from″medicine″to″public management″,which is of great significance to the development of public management.
