扶贫干部提效减负的实证分析与建议

摘要 调研发现,扶贫干部加班的7大主因中,除"贫困面大、脱贫攻坚本身任务艰巨"外,其余6个原因可归结为管理和技术问题。为确保扶贫干部能多投入时间开展项目扶贫、产业扶贫,避免"填表报数"耗费过多精力,破解"规划不足、折腾反复,技能缺失、加班严重"等突出问题。课题组通过实地调查,提出具有现实价值的建议:加强横向协作,整合资源,推进共享,共建全国/全域农户基础数据库;理性取舍扶贫信息系统,提高系统的智能化水平;务实开展技能培训,全面提升扶贫干部效能;加强可行性论证,减少不必要的工作;完善机制,确保精准扶贫考核评估高质、高效。 The survey found that among the seven main causes of the heavy work of the poverty alleviation cadres,the other six reasons can be attributed to management and technical issues,except that″the poverty is big and the poverty-stricken task itself is arduous″.In order to ensure that poverty alleviation cadres can invest more time in project poverty alleviation and industrial poverty alleviation,avoiding too much energy in″filling in the form″,and cracking out the outstanding problems such as″insufficient planning,repeated tossing,lack of skills,and overtime work″.Through on-the-spot investigation,the research team proposed to strengthen horizontal cooperation,integrate resources,promote sharing,and build a nationwide basic database of farmers;to rationally select poverty alleviation information systems to improve the level of intelligence;to systematically carry out skills training to comprehensively improve the effectiveness of poverty alleviation cadres;to strengthen feasibility studies;to reduce unnecessary work;and to improve the mechanisms so as to ensure high-quality,high-efficiency and other practically valuable recommendations for the targeted poverty alleviation assessment.
