In Search of Historical Details: China's Attempt to Attract Overseas Chinese Investment during the 1950s and 1960s: A Case Study of the Guangdong Provincial Overseas Chinese Investment Corporation

论文介绍了广东华侨投资公司成立和发展的过程,阐述了国家优待华侨投资的发展政策。20世纪五六十年代,广东成为华侨投资的重地,广东省华侨投资公司是其中规模最大的侨资企业。国家对华侨投资实行不同于国内资本家的优待政策,对华侨资金保本保息,从1955年成立到"文革"期间被撤销,华侨投资公司吸引了7000多万侨资,投资企业80多项,运行平稳,为广东社会主义建设做出了重要贡献,保障了华侨的利益,但留下了未能同时"引智"的遗憾。改革开放后,政治稳定,思想解放,在引进侨资的同时也重视引进技术、人才和管理经验,"引资"与"引智"并重,而且拓宽利用侨资的领域,利用市场调节和政策倾斜而非行政命令引导投资方向。

This article details the establishment and development of the Guangdong Overseas Chinese Investment Corporation,and explains China’s preferential policy associated with it.From 1955 to its closure during the Cultural Revolution,the corporation protected overseas Chinese interests and made an important contribution to the building of socialist Guangdong.Regrettably,it did not attract overseas talents at the same time.However,the government has emphasized introducing technologies,talents and management experiences from abroad,along with attracting overseas investment,since China’s economic Reform and Opening-up.China’s stable politics and liberal ideology have also broadened overseas Chinese invested-areas,and allowed the market and policy adjustment to direct such investment instead of administrative orders.
