自贸试验区与科技创新中心的叠加,是上海建设具有全球影响力科技创新中心的优势,上海需要放大制度创新优势,持续加大力度建立开放灵活科学的人才体制机制。一要聚焦海外高端人才和基础性人才,继续为他们提供便利的出入境、就业等制度。二要率先建立市场化的人才评价机制,建立起以行业协会、专家、政府等多方评价主体组成的协同评价机制。三要建立灵活的人才流动机制,充分发挥现有事业单位、企业等不同优势,吸引国内外顶尖科学家及研究团队来上海创新创业。四要根据实际需要不断调整创新创业人才优惠政策、引才激励政策。

The superposition of the pilot free trade zone and the science and Technology Innovation Center is the advantage of Shanghai’s construction of a global impact science and Technology Innovation Center,Shanghai needs to amplify the advantages of institutional innovation,and continue to strengthen efforts to establish an open and flexible scientific talent system mechanism.First,we must focus on overseas high-end talents and basic talents,and continue to provide them with convenient entry and exit,employment and other systems.Second,we should take the lead in establishing a market-oriented talent evaluation mechanism,and establish a cooperative evaluation mechanism composed of industry associations,experts,government and other multi-evaluation subjects.Third,we should establish a flexible talent flow mechanism,fully absorb the different advantages of existing institutions and enterprises,and attract top scientists and research teams from home and abroad to Shanghai for innovation and entrepreneurship.Fourth,we must constantly adjust the preferential policies for innovative and entrepreneurial talents and the incentive policies for attracting talents according to actual needs.
