基于数据包络法的OFDI对高新技术企业创新效率的影响分析

Analysis of the Impact of OFDI on Innovation Efficiency of High and New Technology Enterprises Based on Data Envelopment Method

我国已经成为对外直接投资的大国,高新技术企业的OFDI行为能否提升企业创新效率是一个重要的命题。基于数据包络法构建回归模型,以广东高新技术企业微观数据为样本进行了检验,结果表明,高新技术企业的OFDI促进了创新资源的投入和创新活动的实施,然而创新产出无法提升,创新效率降低。其原因在于许多OFDI重新配置创新资源,注重模仿创新,忽视了自主创新。为此,提出建议,在促进企业对外直接投资获取技术溢出效应的同时,需要增强企业自主创新能力,真正提升创新效率。

China has become a big country in foreign direct investment.It is an important proposition whether the OFDI behavior of high and new technology enterprises can enhance the innovation efficiency of enterprises.This paper builds a regression model based on the data envelopment method to test the micro data of Guangdong high and new technology enterprises.The results show that the OFDI of high and new technology enterprises has promoted the investment of innovative resources and the implementation of innovation activities;however,the innovation output cannot be promoted and the efficiency of innovation is reduced.The reason is that many OFDI reconfigures innovative resources and enterprises focus on imitative innovation with the neglect of independent innovation.Therefore,this paper puts forward some suggestions to enhance the technological spillover effect of enterprises’foreign direct investment and the independent innovation ability of enterprises for the real improvement of the innovation efficiency.
