地方政府基于"双一流"建设的行动逻辑折射出它对自身利益的考量,而中央与地方在利益目标取向上的差异、省际之间在所拥有高等教育资源上的差别是客观存在的。这种客观的不平衡性决定了中央与地方、地方与地方之间必然存在利益上的竞争与博弈,从而在一定程度上破坏了"双一流"建设的生态环境。因此,为保障"双一流"战略决策目标的达成,必须协调与调控地方与中央、地方与地方之间的利益关系,注重加强地方与中央利益目标的整合,完善信息交流与利益表达机制;合理规范地方政府竞争行为,厘清地方政府职能边界;促进区域间资源整合与互补,实现高等教育资源共享,从而实现"双一流"建设的共赢。

The local government’s action logic of“double first-class”construction reflects its consideration of its own interests.However,the differences between the central and local governments in the orientation of interest objectives and the differences between provinces in the resources of higher education possessed by them exist objectively.This objective imbalance determines the competition and game of interests between the central and local governments,and thus destroys the ecological environment of“double first-class”construction to a certain extent.Therefore,in order to ensure the achievement of the“double first-class”strategic decision-making goal,we must coordinate and regulate the interest relationship between the local and the central authorities,between the local and the local authorities,and pay attention to strengthening the integration of the interests objectives between the local and the central authorities.Perfecting the mechanism of information exchange and interest expression,rationally standardizing the competitive behavior among local governments,clarifying the functional boundaries of local governments,promoting the integration and complementation of regional resources,and realizing the sharing of resources in higher education.In order to achieve the“double first-class”construction of win-win.
