海域使用权出让廉政风险防控对策研究——以福建省为例

福建作为海洋资源大省,秉承勇于探索、先行先试的改革精神,在海域资源配置中率先引入市场机制,经历了探索试点、全面推进以及规范权力运行三个阶段。在大力推进市场化改革过程中,不可避免地面临诸多廉政风险问题。在侧重分析福建省推进海域使用权出让存在的廉政风险点与原因的基础上,论证海域使用权出让网上公开与公共资源市场化配置廉政风险防控的内在契合性,并提出了以海域使用权出让网上公开方式预防廉政风险的对策建议。
