在现代互联网技术普及的背景下,电子支付因其便捷、高效等优势已成为时下热门的新型支付方式,渗透到人们生活的各个领域。同时,电子支付方式对盗窃犯罪亦产生很大影响,导致传统盗窃案件数量减少,但新型盗窃案件频发。虽然公安机关在侦查手段、处理模式上已进行适时调整,但仍存在电子网络支付环境不成熟、相关法律存在空缺,财产被盗未能及时发觉以及黑客侵入层出不穷等问题。因此,应尽快明确立法,提高安全防范意识,调整执法思路和策略,建立长期高效联合侦查破案机制。

Under the popularization of modern Internet technology,electronic payment has become a new popular payment method because of its convenience and high efficiency,which has penetrated into various fields of people’s lives.At the same time,electronic payment methods have a great impact on theft crime,reducing the number of traditional theft cases,but new types of theft cases frequently occur.Although the public security organs adjusted the investigative means and processing mode in time,there are still problems such as the electronic network payment environment is not mature enough,the relevant laws are vacant,the property stolen is not detected in time,and various hackers are inexhaustible.Therefore,legislation should be clarified as soon as possible to raise awareness of security and prevention,adjust law enforcement ideas and strategies,and establish a mechanism for long-term and efficient joint investigation and resolution.
