关于构建工会“外联内合”系统化维权工作格局的研究——以山东省工会维权为例

A Research about Constructing Trade Unions' Systematized Rights Protection Work Pattern of ''Connection Outside and Combination Inside''——Taking Trade Unions in Shandong Province as Example

维护职工合法权益是工会的基本职责,当前整合内外资源、形成维权合力迫在眉睫、势在必行。工会要抢抓改革机遇,深化内部机构改革,形成工作合力,整合内外资源,实现"外联内合",提质增效。破解"外联"难题,需要建立"四方联动"工作机制,参与政策法规制定,争取新手段;推动现有制度落地,争取政府职能部门支持工会开展维权工作;借助社会力量、网络手段拓展新资源。解决"内合"困扰,需要构建"五位一体"工作布局,整合机构设置、人员配备和工作安排,加强顶层设计,理顺细化"外联内合"实现路径,依法推动,以上代下,分类推进,重点突破。

Protecting legal rights and interests of the staff is trade unions'essential responsibility.Therefore,it is significantly urgent to combine resources from all parties and form unified forces of rights protection.Trade unions should seize reform opportunity,deepen internal institutions innovation,create combined work forces,classify resources inside and outside,achieve"connection outside and combination inside",improve quality and effect.In order to solve the problem of"connection outside",we need to do all of the followings:establish mechanism of"working together from all parties",participate in policy decision and regulation formulation,implement new methods;promote the implementation of current policies and strive for the support from government and relevant departments to help trade unions'work;explore new resources with the help of society and Internet.To deal with the issue of"combination inside",it is necessary to construct work pattern of"five in one",integrate organizations setting,personnel allocation and work arrangement,enhance top design,refine achievement paths of"connection outside and combination inside",facilitate it according to the law,use the top one to replace below one,promote it in categories and make key breakthrough.
