政府善治视角下“双一流”建设中府学关系的重构

双一流"建设是新时期中国政府推动高等教育走向世界中心的重大战略举措。中国何以从高等教育大国转变成高等教育强国,从教育管理体制上来说,关键在于重新构建符合中国国情的新型府学关系。重构府学关系是提升中国高等教育国际竞争力的必然选择,是激发中国高校办学活力的重要途径,也是建立健全现代大学管理制度的应有之义。在此过程中,政府治理逐步走向"善治",将是府学关系重构的前提和关键,其重构的途径在于建立多元主体共治的局面、建立健全高等教育法律规范体系、改变资源配置和绩效评价方式,从而实现高等教育"百花齐放、竞相争艳"的良性发展态势。

Double first-class construction, which aims to promote the development of higher education in the new era, is a strategic measure for our government.Viewed from the higher education management system, to reconstruct the government-university relationship and make it suited to our national conditions is the most important task.Reconstruction of Government-university relation is an inevitable choice for Chinese higher education to strengthen the international competitiveness, an important way to stimulate the vitality and a proper way to establish the modern management system.In the process of reconstruction, the importance of "good governance" cannot be emphasized too much.Reconstruction approaches involve establishing the cooperative management of multi-subject, perfecting the legal framework, and changing the ways of resource allocation and performance evaluation.Only by doing these can we achieve the positive and prosperous development of higher education.
