重庆市群测群防体系对增强群众防洪意识提高避险能力作用初探

Preliminarily discussion on effect of improving flood control awareness and danger avoiding ability by mass prediction and disaster prevention system in Chongqing

群测群防体系是全国山洪灾害防治项目建设的重要内容之一。山丘区山洪灾害具有易发性和突发性,群众自身的防洪意识和避险能力是保障人民群众生命财产安全的首要因素。本文以重庆市山洪灾害防治建设为背景,对山区群众掌握山洪灾害防御常识和基本防御技能情况进行问卷调查,结合山洪灾害案例分析,探讨了重庆市群测群防体系建设对提高山区群众防洪意识和避险能力的作用,并对未来山洪灾害防治项目建设提出了针对性的建议。

Mass prediction and disaster prevention system is one of the important contents of national mountain flood disaster prevention project. Because of the susceptibility and suddenness of mountain flood, the flood control awareness and danger avoiding ability of people themselves is the primary factor to protect their lives and property. Based on Chongqing mountain flood prevention project, this paper makes a questionnaire survey to people in mountain area on mountain flood prevention common sense and basic prevention skill. Combined with recent mountain flood case study, it preliminarily discusses the effect of improving people’s flood control awareness and danger avoiding ability by mass prediction and disaster prevention system. Then it makes targeted suggestions on further mountain flood disaster prevention project.
