摘要
面对我国日趋严重的人口老龄化现状,多元主体协同参与社会养老服务已成为政府缓解人口老龄化问题和促进社会治理创新的重要举措之一。然而,在社会养老服务协同治理发展过程中出现了供需不匹配、协同治理主体间职责不清等诸多问题。为了破解这些问题,提高社会养老服务协同治理的有效性,借鉴共享经济中的组织管理理念和方式,并基于SFIC模型尝试构建一个共享经济背景下社会养老服务协同治理框架。在这一治理框架下,政府可以采取转变治理理念、构建激励与约束机制、拓展多主体治理联动共享机制,以及强化协调和监督机制等策略推动社会养老服务的发展。
At present,the issues of population aging and pension service in China have already become the focus concerned by government,educational circles and society.The highlight of those issues covers a series of problems including supply-demand imbalance and unclear responsibility of the main body of supplies.Based on the concept of innovation,coordination,greenness,openness,sharing development put forward by the central government to enhance and innovate social governance,the paper puts forward organization management concept and ways in sharing economy and tries to combine it with cooperative governance theory so as to construct a multi-main-body social pension governance mode with powerful resource integration capacity for demanders of social pension service.Under this governance mode,government should take rational strategies as follows:converting governance concept for clearly determining responsibilities of main bodies,constructing incentive and legal restraint mechanism,expanding multi-main-body governance linkage sharing mechanism and strengthening coordination and supervision mechanism construction.
