摘要
农民住房财产权是农民拥有的一项重要财产权利,将其用来抵押融资符合农村现实需求。当前,农民住房财产权抵押融资面临诸如产权价值难以确定、处置变现困难等诸多困境,各个环节都需要相关制度的配套,需要政府加大政策供给力度,在尊重市场规律的前提下完善农民住房财产权的产权登记和管理、农民住房价值评估和流动交易、农村农民最低住房保障、农民和农村企业的征信管理等制度体系。
The property right of farmers is an important property right owned by farmers,which can be used to mortgage finance to meet the rural realistic demand.Currently,the farmer housing property rights mortgage are financed with many problems,such as the difficult determination of property value,difficult disposal into cash and so on.Each link all needs to form a complete set,and the related system needs the government to increase the intensity of policy supply.On the premise ofrespecting the rule of the market,the farmers housing property right registration and management of property rights,farmers housing value evaluation and the deal flow,rural farmers’lowest housing security,farmers and rural enterprise credit management system are improved.
