医院评价标准的国际比较研究

A Comparative Research on International Hospital Accreditation Standards

通过对国际上建立医院评价制度的典型国家进行比较研究,发现评价标准具有持续改进、以病人为中心、整合型服务的共同特点。在这些共同点基础上,各国医院评价标准的侧重点并不完全相同,美国和印度注重服务质量持续改进和患者安全,加拿大注重人群健康和服务连续性综合性,日本注重医院功能定位,这主要是受到政府政策取向、医疗服务体系发展水平和人们健康需求等因素的影响。医院评价标准的未来发展趋势是增加与社区卫生服务机构的转诊指标,保证医疗服务的连续性;强调以患者的健康和生命质量作为评价标准,构建以质量为核心的评价体系;在医疗服务过程中重视患者参与,落实"以患者为中心"思想。

Based on comparisons over the hospital accreditation standards in several countries and regions,we find that these standards shared one feature in common:the service provided is self-improving continuously,patient-centered,and integrated.Apart from this common feature,the standards in different counties have their own focus.In the United States and India,more attention are paid on improving service quality and patient safety.Canada focuses more on the health of the population and the continuity and generalization of the health service.While in Japan,the function of the hospital is where the emphasis is laid.All of these are influenced by factors like the orientation of governmental policies,the development level of the health service system,people’s demands and so on.The future direction for the development of the hospital accreditation standards should be to add indicators for referral from the community health service institutes,to guarantee the continuity of health service,to focus on the well-being and quality of life of the patient,to construct an evaluation system with quality as the core part,and to realize patient-centered health service by involving patients more.
