摘要
处于同城化发展地区交界位置的经济强镇,面临上层规划不能满足自身交通诉求,自主规划缺乏标准、办法指导的困境。以位于广佛交界处的佛山市南海区大沥镇为例,立足镇级事权,主动破除行政壁垒,自下而上与自上而下相结合地开展综合交通规划。大沥镇的综合交通发展策略包括:完善集疏运体系,融入粤港澳大湾区城际铁路网;黏合轨道交通线路,积极促成广佛两市一张网;差别化构建道路网,分方向引导边界用地融合;倡导公共交通、步行和自行车交通方式,凸显幸福小镇出行需求;综合治理先行解决当前突出问题等。通过综合施策,实现从"被动向心"到"主动融核"的转变。规划方法突破了传统,是在同城发展背景下对于镇域综合交通规划研究的探索和实践。
Those Towns,who are strong economic towns at the junction of shared zones of Guangzhou and Foshan city,are now suffering the development dilemma.Specifically,the upper-level planning cannot satisfy town’s traffic demands while the self-planning lacks of standard and methodology.Dali Town is a an good example who actively breaks down administrative barriers,and develop comprehensive transportation planning in the combination of"bottom-up"and"top-down".This comprehensive transportation system contains several strategies,including improving the logistic system,embedding into the inter-city railway network of Guangdong,Hong Kong and Macao,promoting the formation of a network of rail lines in Guangzhou and Foshan,differentiated construction of road network guide the integration of boundary land,developing bus and walking and cycling modes.These strategies can realize the transformation of Dali town from passively receiving to actively integration to in the process of centralized development.
