北京多层级协同停车规划体系构建与治理实践 被引量:9

摘要 北京停车发展中出现的问题是一个复杂的社会问题,社会各界对于停车理念至今尚未形成统一共识。为推动停车健康可持续发展,在城市交通规划体系框架内提高停车规划的科学性、可实施性和可操作性,北京市构建了多层级协同的停车规划体系。在明确停车设施定位的基础上,提出对城市停车规划战略的认识,确定北京市停车规划战略的含义。对北京市多层级协同的停车规划体系进行剖析,阐述通过各层级规划逐步明确停车规划目标、策略、路径、项目和条件的框架及流程。阐述北京市停车治理实践,发现法治、共治、精治是改善停车问题的关键。 Parking is now a complex social problem in Beijing which is still unable to reach consensus from all involved parties.For building a healthy and sustainable parking system,and improving the scientificity and exploitativeness of parking planning within the framework of the urban transportation planning system,Beijing has been planning a multi-level synergy parking system.This paper tries to understand such strategy and proposes the definition of this strategy,by clarifying the positioning of the parking facilities.Then the paper analyses the multi-level synergy parking system planning in Beijing,and illustrates the framework and the process of how to determine objectives,strategies,paths,projects and conditions of parking planning are explained.Through the introduction of parking management practice in Beijing,the rule of law,the shared governance,and the elaboration are the key factors of the parking management.
