摘要
通过对2003和2018年版《中小学图书馆(室)规程》中各条款的分析、比较,不仅从语法角度,而且着重在语义和语用层次解读了现行规程,总结出修订之后的主要进步:开始关注、保护未成年人中特殊群体的利益;加大了对馆藏建设和服务工作的重视和指导,进一步提升藏书标准与管理人员待遇要求;图书馆性质和任务等重获鲜明的时代感;语言趋于简明和务实化。2018年版《规程》的缺陷主要有三项,但都可通过将来的修订加以弥补,对国家专业法规较细致和严苛的要求也能通过改进得以实现。我国学校图书馆事业方兴未艾,未来的规程制定必将进一步完善并发挥出更大效能。
Through the analysis and comparison of the 2003 and 2018 edition of The Primary and Secondary School Library (Room) Regulations clause by clause, the current regulations are interpreted not only from the grammatical point of view, but also in the semantic and pragmatic levels, and the main progresses of the revision are as follows: the interests of the special groups among the minors are concerned and protected;the attention and guidance to the collection development and services have been paid more attention to;the standards for the collection of books and the treatment requirements of the management personnel have been promoted;the nature and task of the library have gained a clear sense of the times once again;and the language tends to be concise and pragmatic. There are three major defects in the 2018 edition, but they can all be remedied through future updates, and these rather detailed and harsh requirements for national professional regulations can also be met through improvement. With the development of school libraries in China being in the ascendant, the future regulations will be further improved and play a greater role in society.
