制造业工厂事故应急管理体系构建与应用

摘要 本文以风险控制论为基础,对重要风险点开展事故应急管理建设,形成了某汽车工厂事故应急管理体系。在体系的建立过程中,通过“一个”团队、“三重”控制、“三最”处置建立了本行业领先的“1+3+3”的应急管理模式(建立了以现场应急小组为先导,全厂支援的应急合作团队;通过现场将重点部位、重要装置、重点岗位作为实施应急控制的核心;以“最快、最准、最有效”为原则,建立现场应急文件体系和保障条件)。该模式在某汽车工厂试点运行,并在同行业内进行有效推广。
